Openstack auto-allocates floating IPs

Hi,

My openstack seems to be auto-allocating floating IPs at VM creation 
even though I have "auto_assign_floating_ip=False". Is there some DB 
section I could check to manually "fix" it.

This issue may have been triggered by running this script to fix 
another problem I had recently:
