Possibly a problem on one of the mirrors as the release rolls out. Try
again.

Actually, I just learned that 

http://download.fedoraproject.org/pub/fedora/linux/releases/19/Images/x86_64/Fedora-x86_64-19-20130627-sda.qcow2

is a redirect to the same thing. So you can use that instead.
