since we plan to use the exact same images in ec2 and for general use
locally and in other clouds the only way to make this work is if
cloud-init can detect that its in ec2 and set the user to ec2-user and
otherwise fedora or fedora-user or something else, i guess the other
option is to create both fedora and ec2-user
