Short links to Fedora Cloud Images

So, it seems no -21 short links exist (instead, one is redirected to
the download page) and the -latest links still point to -20. Figure
they should either be added/updated or be obsoleted/removed
completely. They are very handy, though...but since they have never
been promoted AFAIK, probably no-one except me remembers them anyway.
