Primarily, it means representing FESCo positions and the needs of the other
working groups and parts of the project to the Cloud WG, and representing
Cloud WG needs and status (progress and problems, etc.) to FESCo.

The amount to which this person needs to be the "driver" of the group, or
the public face can vary. We need those things, but they really can be three
distinct roles.
