Here's the command I use to make a scratch cloud image locally (via ImageFactory):

# rpm-ostree-toolbox imagefactory -i kvm --name fedora-atomic-host --tdl ~walters/src/fedora-atomic/fedora-atomic-21.tdl -k ~walters/src/spin-kickstarts/fedora-cloud-atomic.ks -o scratch
