Urgent: Bug 1210428 - Cloud images won't successfully reboot

Hey all,

So bug 1210428 was adopted as a blocker for beta, we need to get this
addressed ASAP to avoid holding up the release any longer than necessary.

I haven't actually had time to look at this yet, do we have anybody on this?
