Non-atomic Vagrant images?

We do plan to have a standard cloud image for Vagrant as well. It looks
like it was not included in the last few runs, but it was in the
feature... Hope to get that sorted before the beta.

I think Matthew Miller said he added the kickstart file, need to see
what else needs to be done there.
