I don't think it is very difficult to have a package in a spin that
provides alternate artwork for anaconda/firstboot (assuming it doesn't
touch the Fedora trademarks) and have that spin use it for consistent
theming.
And if it required patches to anaconda/firstboot, I'd be willing to bet
they'd consider them.
