They were at a conference all week, and not likely spending every free
moment reading email.

It seems to me that we've had difficulty in getting people to run for
these positions, so I'm really not sure why you are so gung ho in
chasing off those that are willing to run, just because they missed a
poorly advertised deadline that was in the middle of a conference week.
