Their iso size falls within CD size yes and their target audience are 
people that are running old hardware but other DE like Gnome and KDE 
should not be forced to that size image if they want to deliverer better 
out of the box experience for their target audience and they would have 
a plenty of room to do so with a larger iso that could be burned on DVD 
or some 1G or 2G or 4G usb flash drive depending on what they were 
aiming at.
