 Not that I'm on the council, but I figured I could ask.  If the original
 intent was to have something that works when there is limited or no
 network access (or any situation where start.fp.o is unreachable), it is
 not possible to have a fancier local landing page which uses javascript
 magic to fetch content from start.fp.o but still show something if that's
 not possible?

 Not that I possess any ability to actually create this, but I thought it
 was worth tossing out there.
