 Sorry, this is a combination of Cloud SIG hat + "I think it's
 neat/important (possibly as the FPL)".

 (Cloud WG is a subset of Cloud SIG, FWIW.) We haven't made a formal
 decision, but I talked to a number of people and they're interested in
 participating. I can make that more formal request of the Cloud WG if it
 seems important to get stronger commitment first.
