 I'm really good at confusing myself here.  Let's back up a step:

 outlines the options,
 * which one do you (as requester) want in this case? pre-purchased domain
 or self purchased domain?

 Based on the answer to that question, you can provide the details for
 each, like names of who are responsible for the site, domain, specific
 services offered, and ip address/URL for council members to see content
 and presentation.

 It is my opinion that we cannot move forward or decide anything without
 those important details.
