 The Budget.next proposal that came out of this discussion and changes to
 the process, can be found on this wiki page:

 As a result of the budget clarity, we were able to approve Outreachy
 funding for the Winter 2015 Cycle. The application period is now closed,
 and Outreachy mentors will be making the hiring decisions in accordance
 with the Outreachy Application Acceptance Guidelines
 (https://wiki.gnome.org/Outreachy/Admin/ApplicationReview) by November
 12th, to be announced publicly on November 17th.
