Mockups can be thought of as just drawings or illustrations of what an
application's UI should look like. There isn't any specific way to do
it. You can draw it up in Inkscape, or you can combine screenshots in
GIMP to create something that looks like an application. Even the most
abstract ideas can be accomplished by a programmer these days. Take,
for eg. Chromium. Chromium's UI is entirely written in GTK+.

You could even use a RAD tool, like Glade 3 to design an application's
UI ready for immediate use.
