A few subtle theme changes

I have just turned on two relatively subtle changes in the default GTK+
theme that we use in F13 (and rawhide). 

- Mnemonics are only shown when they are relevant, to reduce visual
clutter. I've written about this recently:

- Windows can be dragged by clicking on empty parts of menu bars.

You can see these changes in rawhide now, and in F13 once
gtk2-engines-2.19.0-2.fc13 moves into f13-updates.
