I'd say a fortune program belongs into the default install anyway.
Anecdotally, I've seen new Unix users read or hear about it and getting
confused when the shell just puts a "command not found" message in their
face when they try to run it.

The same applies to some other commands which many, many books (plus
half the internet) generally describe as "preinstalled on any Unix-like
system". As most of those tend to be small anyway, why not just install
them by default?
