I understand why you might want to try things without reinstalling. However,
I'm not sure why that would be linked to _upgrading_.

This should be "yes", but it's also an area where I don't think we're going
to put much focus unless a team wants to step forward to maintain it. (I'm
all for it in theory.)

There is a feature for an official path from Cloud -> Server. (Needs work
from, um, me. But in theory.) I think all other paths will be possible with
manual work but I don't think will be supported.

Productized -> non is fairly easy; the reverse may be in the same category
as yum-based online updates: not the recommended way, but... a thing that
usually works and is great when it does.

fedora-release-product, and the comps group.
