Dropping i686 media for F24

"Secondary architecture" has a very specific meaning in Fedora.  Once
something is there, builds are asynchronous with the main koji and
failures on a secondary arch do not fail builds in the main koji.  It
also requires them to provide and host their own build hardware
(though in the case of i686 we can probably "cheat").  I don't believe
secondary arch is something we can trivially do with i686 if only for
multi-lib reasons.

However, not producing i686 install images is something that could be
done without such a major change.  That is what is being proposed.
