I have done the same thing you did.  I found when I don't get results
use brute force,  ie.  dnf provides */groupadd

When you know the correct path dnf works fine.

$ dnf provides /usr/sbin/groupadd
Last metadata expiration check performed 0:08:43 ago on Thu Jul 23
06:41:34 2015.
shadow-utils-2:4.2.1-1.fc22.x86_64 : Utilities for managing accounts
and shadow password files
Repo        : @System

shadow-utils-2:4.2.1-1.fc22.x86_64 : Utilities for managing accounts
