Fixing express install for F23

Option #1 was what we were hoping an planning for when this issue came
up for f21. It requires the live installer to stop ignoring kickstart
files. Thus, we are at the mercy of the anaconda team for this, and
from what I can see, nothing has happened in this regard on their side.
