Actually, if there's no relation between the inconsistency and the 
packages apt-get wants to update/remove, apt-get could work without any 
problem. So it is a PITA if it just refuses to work because the whole is 
inconsistent.

I once send a mail to the apt development ml about this with some 
examples in which cases an inconsistent rpm database is unavoidable for 
end-users and apt-get becomes useless. Which is unfortunately the case for 
the machine-park I maintain.
