life of me.  It actually in Rawhide briefly before 9 came out.  It used 
an XML format to define services and what they depended on.  With that 
app, you would add portmap as a dependency for nfs or xinetd (for 
sgi_fam) or any other apps and it would ensure that portmap was started 
before them. 

Now I certainly realize that going towards something like that is a 
massive change to the boot process and is not something that would 
happen anytime soon, but it is an interesting idea.
