There is no requirement for the clearsigned part of an approval to contain
everything. It is enough when the clearsigned part contains the full
package file name and MD5 digest and a reviewer's PUBLISH judgement. Other
details of a review or approval need not be clearsigned.

Other reviews (e.g. negative ones which lead to NEEDSWORK) or ordinary
comments on a package request need not be clearsigned at all.
