non-Free diphone in festival

Please, remove el_diphone from festival package, since it is proprietary
(I was very sad as I read the prohibition of commercial use).

This is marked as bug:
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=121555

I used the SECURITY flag since this is a legal liability.
