When I filled the bug the system didn't set up a new queue for the
printer when it was powered on *and* the old system-config-printer queue
didn't work anymore because somehow the printer device was changing
and/or cups didn't believe the printer was available again without doing
strong vodoo in system-config-printer.

Now the system can set up a new hal queue *and* the old manual one is
still working without major user intervention. So I use the manual
queue. I must admit I didn't try the hal queue lately (synonymous with
wasted paper so far) but last time I did every time I powered up the
printer HAL recreated a "default" queue for the model and forgot all my
old paper/dpi/economode/driver choices (this is a printer that can do
both PCL & PS, foomatic suggests PCL because a sister model can only do
PCL and the foomatic authors are afraid of user errors, but PS print
quality is much better)
