Or /etc/pki or /etc/x509 or /etc/security (or /var/... if that feels
better) + appropriate subdirs.

The use of all certificates and keys isn't necessarily limited to
SSL/TLS, but it could be convenient to have one base dir for all of
them.  In this scenario, "ssl" should be avoided in the base dir name.
