FWIW, I wrote an 'rpmdiff' tool (and python module, all in one) that
generated and applied RPM deltas using xdelta. I don't currently use it
because it (or xdelta) has bugs, but I'd be happy to get the source out
there if someone is willing to debug things. It does basically work in the
vast majority of situations(*).
