up2date via local dir

seems to work for me with 4.3.8 pointing at a dir
of fedora "testing" updates. 

If its a really big set of packages, it can take
a bit of time to generate all the info (couple
minutes maybe for ~1000 packages for ex)

wheres the cmdline version freeze?
