i've been fishing around for something like this for a while, but
never quite got the 'round-to-its enough to set it up for myself.
works quite brilliantly. 

maybe fedora could put those .rpmrc and .rpmmacro files and the
~/rpmbuild hierarchy in /etc/skel so that newly created users will be
good to go right off the bat.
