all new system calls have to be approved by Linus Torvalds, to make sure
there are no duplicates in functionality and no overlapping numbers.
It is customary to discuss the new system call on the linux kernel
mailing list first (linux-kernel at vger.kernel.org) to make sure the
system call satisfies the quality requirements of the kernel.
(A system call can never be removed so the developers want to be REALLY
sure it's the right interface before adding system calls)
