ACAP is extremely hard to implement, that makes it a poor choice for most
system functionality because complex means fragile and buggy. It also really
only solves the "where" part of the question not the "what format" part.

Now personally I'd like to see apps develop the ability to also read an
XML config format for their config files but thats an upstream problem
