It already exists, actually, which is why my patch in 126071 was so
simple...

And then just make gettext-utils part of the base system?  It would seem
confusing to me to have gettext-utils, gettext, *and* gettext-devel...

That'd be cool.  Frankly gettext frightens me and I didn't want to even
try that :)
