no certmanager in kdepim?

kmail/tools/certificate manager gives me an error dialog:

The crypto plugin could not be initialized.
Certificate Manager will terminate now.

locate certmanager
just lists various documentation, but no evidence of a real app.

I should have all of current rawhide installed.
