Why fedora have not splitted packages?

Because it's a whole lot of work for relatively little gain (disk space 
mainly)

IMO, In general, if upstream developers package their software/tarballs 
(e.g. kdegames, kdenetwork) monolitically,  so should the rpm packaging.
