RFC: Soname in rpm name

It'll be slow to materialize. Key factor is that this is usually a 
result of:

1. Using third party repositories.
2. Doing dist upgrades.

Neither of which finds amicable or fruitful discussion. Bad-blood 
carryover from earlier days.
