0	-	heuristic no overcommit  (guess)
1	-	overcommit arbitarily (some scientific workloads)
2	-	no overcommit

The 0/1/2 is because modes 0/1 existed long before we added strict no
overcommit to the RHEL3 product and 2.6 upstream
