The build system for Fedora _Core_ is called beehive, and is internal to
Red Hat.  It's not publicly available, nor would it likely be all that
useful to the average package builder.

The build system for Fedora _Extras_, where more and more packages are
migrating to, is described at this page:

New build system infrastructure for Extras is coming along which, when
python stops segfaulting with m2crypto & threads, will hopefully ease
the Extras package build process quite a bit.
