Note that it would need to be
Libs: $(foo) -lbar -lbaz $(no_foo)
foo = --as-needed
no_foo = --no-as-needed
as the mere fact that you are linking against pkg-configed library xyz
doesn't imply all libraries must be linked with --as-needed.
