It's "political" in the sense that it depends more on RH policies than

If RH give core a higher policital (business case) priority then bug 
priority for stuff that's in extras may well be lower.

It depends if Alan meant "credibly" in the justification of work sense 
or the testing coverage sense (maybe both).
