No. We dont state ABI compatibility as a goal in Fedora and none should 
assume it is there.  In general if you want to confirm something, you 
should go by written goals rather than assumptions. In Fedora, there is 
a general goal towards robustness, not unchanging or ABI compatible 
updates.
