The other way round, actually.

Linus has a habit of taking semi-working drivers out of the kernel in the
hope that this will give the users of said driver an incentive to build
a driver that really works.

Disclaimer: IANAFD (Fedora Developer) so this is just my opinion.

Fedora is Free Software by principle. This means that the freedom aspect of
the thing is more important than userfriendlyness (or anything else, for that
matter). This will sometimes be inconvenient. And it really doesn't matter
because the important thing isn't the userfriendly-ness (or lack thereof)
but the fact that you're free to do what you want with it.
