What I imply are missing are tools basic users can use (not APIs for CLI
tool developpers).

If the actual aim is to deprecate current systems which do include CLI
tools, well the proponents of the new systems have to provide some
replacements. The current plan seems to leave them without any tools to
force them to convert to the GUI (not always possible) or create the
missing CLI utilities (why should they bother in the first place).

That this plan is met with a definite lack of enthusiasm should be no
surprise. That's the same mistake the selinux people did - create a
beautiful system, and forget about the tools users need to interact with
it.
