x server not reading xorg.conf?

If you haven't set the environment variable XORGCONFIG and you haven't
specified a config file on the command line, then according to 'man
xorg.conf', /etc/X11/xorg.conf should be found before /etc/xorg.conf.
This is the search path for non-root users:
/etc/X11/<cmdline>
/usr/X11R6/etc/X11/<cmdline>
/etc/X11/$XORGCONFIG
/usr/X11R6/etc/X11/$XORGCONFIG
/etc/X11/xorg.conf-4
* /etc/X11/xorg.conf
* /etc/xorg.conf
/usr/X11R6/etc/X11/xorg.conf.<hostname>
/usr/X11R6/etc/X11/xorg.conf-4
/usr/X11R6/etc/X11/xorg.conf
/usr/X11R6/lib/X11/xorg.conf.<hostname>

The $XORGCONFIG line does not come into play if XORGCONFIG is unset (it
doesn't say "${XORGCONFIG:-.}/xorg.conf" and I've never seen it act that
way).
