Opinions welcome: Restructuring the system menus

Hi,

What about an completely new applet that can configure favourite apps
and provide some default ones based on system installed packages? And
one can choose if applications could update the entries automatically.
I think there is such an applet somewhere on the web. The generic
names are essential to this, like icon naming spec of freedesktop.
Maybe this kind of thing (construct personal menus easier +
pre-defined templates) will not require a new applet?
