EPEL branching if Fedora maintainer does not react

It's not. There was a "within some weeks want to participate in EPEL" in
one of the drafts, but seems I deleted it myself accidentally. I'll
bring that up in a EPEL SIG meeting soon, but for now this will become
policy.
