While the default mappings for the various multimedia keys are to the
XF86 keysyms, gnome-keybinding-properties will less you manually
choose a keycode even if it doesn't have a keysym associated with it.

So you're right that without the keysym things won't "just work" (the
user will need to go to a dialog and set things up), at least with the
scancode -> keycode mapping the user /can/ get it working, so it's a
nice piece to the puzzle.
