Proposal : Add a "check partitions on next startup" feature to initrd(or initscript)

As in, a filesystem check? This is already done automatically before the
partitions are mounted. However, thanks to journaling, these checks are
normally very quick, and any repairs that need to be done take only a
few brief moments longer.
