This is so inaccurate that one could call it wrong. gtk 2.12 does
contain GtkBuilder, which is a piece of code very similar in
functionality to libglade, which it will obsolete over time. The file
format used by GtkBuilder is different from the glade file format, and
we hope that ui builders will soon start to support the GtkBuilder
format in addition to the glade format. 

GtkBuilder is in no way a replacement for glade, gazpacho or glade-3
